Unregister device

Unregister a device by its token, not by a device UUID. The token must be URL-encoded, as FCM/APNs tokens contain characters that are unsafe in a path.

The device is invalidated rather than hard-deleted, so it stops receiving push but remains in the record for auditing.

Accepts devices:register or devices:write.
